Jeff Shiring
Chairman
Jeff is the Founder of Whitecap Enterprises and Chairman of AutismโฏF.I.R.S.T., with over 30 years of executive leadership in equipment rentals, waste management, and healthcare. He holds a BS in Accounting from the University of Dayton and an MS in Management Science from Lesley University. Jeff is a licensed CPA in Virginia and a member of the AICPA.

Sam Gray
Founder, Board Member
In 2011, Sam acquired and revitalized Family Insight in Virginia with a mission to enhance the well-being of individuals and families in need of mental health support. Starting with one office and just two employees, he quickly grew the organizationโexpanding to three offices within the first year. By 2017, Family Insight employed more than 200 people across seven locations. Under Samโs leadership, the company developed its Autism program from the ground up and continues to expand its ABA services both in Virginia and beyond.

Tim Kyle
CEO
Tim Kyle is the CEO of Whitecap Care, a Certified Public Accountant (CPA),and a seasoned executive with over 25 years of experience spanning multiple industries. He has served in various leadership roles, including CEO, CFO, and CIO, with a focus on enterprise growth, business transformation, mergers and acquisitions, and financial and operational restructuring.

Peter Doyle
Chief Operating Officer
Peter is the Chief Operating Officer at Family Insight and holds a B.A. in Political Science from James Madison University. He brings over 20 years of experience in financial services, having served as Senior Vice President at multiple firms. At Family Insight, he applies his leadership and operational expertise to support team development and growth.

Vice President of Operations
Brandi brings 13 years of ABA operations experience as Vice President of Operations at Autism F.I.R.S.T., driving growth and an inclusive culture. She leads regional expansions and facility projects to enhance service delivery. Brandi is dedicated to improving access and outcomes for children and families.

Chief Clinical Officer
Jennifer, with a career that bridges direct clinical practice and executive strategy, has led initiatives that expand access to care, improve operational efficiency, and enhance patient outcomes across diverse healthcare settings. Her work emphasizes the design and implementation of innovative, evidence-based programs that align with value-based care and integrated health models. With expertise at the intersection of patient care and organizational performance, she is dedicated to transforming healthcare delivery into a more sustainable, patient-centered, and outcomes-focused system.

Chief Clinical Officer
Jenny Argueta holds dual certifications as a Speech-Language Pathologist and Board Certified Behavior Analyst, bringing over 15 years of experience supporting individuals with autism. She combines clinical expertise with cultural sensitivity, using her Spanish fluency to effectively serve diverse families.

Director of Business Development
Randy holds a degree from Virginia State University and is the State Director of Business Development for Family Insight P.C. With leadership experience in both for-profit and nonprofit sectors, he supports the organizationโs growth and serves on several community boards and advisory councils.

Julie Doyle
Director of Value-Based Care
Julie is a Registered Pharmacist with over 30 years of experience in retail, hospital, HMO, and behavioral health settings. She earned her Bachelor of Science in Biology from James Madison University and her Bachelor of Science in Pharmacy from Virginia Commonwealth University. Julie has served as a clinical pharmacist at Kaiser Permanente Mid-Atlantic, a Certified Diabetes Educator, and a retail Pharmacy Manager, where she championed immunization programs and precepted Doctor of Pharmacy students. She holds certifications in Medication Therapy Management and Mental Health First Aid for Pharmacy and is a member of the American Pharmacist Association and the American Association of Psychiatric Pharmacists. As Director of Value-Based Care, Julie is dedicated to advancing holistic health action plans that strengthen relationships, improve medication adherence, and enhance outcomes.

LBA State Director of Applied Behavior Analysis
Heidi is the State Director of ABA and a Board Certified Behavior Analystยฎ licensed in Virginia. She holds a masterโs in Psychology from Cleveland State University and an ABA certificate from the University of Cincinnati. Heidi is dedicated to improving the lives of children with developmental disorders.

State Director of Field Operations
Candace is the State Director of Field Operations and a Licensed Professional Counselor (LPC) in Virginia. She earned her bachelorโs degree in Psychology with a minor in Chemistry from Shippensburg University and her Master of Science in Mental Health Counseling from Walden University. As a Board Approved Supervisor in the Commonwealth of Virginia, she is committed to guiding and supporting clinicians in delivering high-quality, compassionate care.

Clinical Director
Sanjana has over 15 years of experience in Applied Behavior Analysis and has been a BCBA for nearly 11 years. She has worked with clients aged 1.5 to 60 across multiple states, successfully launching and managing in-home and clinic-based services.

Outpatient Program Manager
Lauren Richardson has 15+ years in behavioral health administration, starting as Office Manager and advancing to Agency Coordinator. She led a medication management program launch and helped expand services through strategic planning.
